Open Source Software is often wrongly perceived as being generally cost-free and therefore not considered during the procurement and tendering processes. There are public sector organizations where open source software is not even taken as a legitimate option in procurement planning. People handling the procurement process must understand that OSS has free-of-charge licensing model, acquiring the software itself or the services attached to it can have considerable cost and it is in this context that it should be assessed as a viable option compared to proprietary software.
